Yeah, Pay Go used to keep it under control by forcing the revenue source for a bill to be described before a new expense was added. The trouble is the Republicans claimed that tax cuts would pay for themselves, but never did. It's just part of the class war, a transfer of wealth from the working class to the wealthy.

Obama inherited a crashing economy. Trump inherited a booming, recovering economy.
When you're financing the government with debt rather than cash, that creates a budget deficit that is then added to the National Debt. So yes, tax cuts increase the national debt.
So who was responsible for the Deficit Spending:
Reagan took the deficit from $70 billion to $175 billion.
Bush 41 took it to $300 billion.
Clinton got it to zero.
Bush 43 took it from zero to $1.2 trillion.
Obama halved it to $600 billion.
