Well, something I didn't mention may require teaching philosophy\critical thinking for human survival such that government has slaves, or even a productive "free" population, to govern.
I am a biologist, but since i study strategy, I had to take a good look at philosophy. It is a wonderful body of knowledge but didn't exactly fit into my work. How I got into this end of it was looking at population decline. I was wondering why people's instincts to have a family weren't expressing? To make a long long story short, with birth control available, the normal reproductive instinct, sex drive, was not producing babies. So was there another instinct to have families? There is, but it's not strong and it just isn't getting "released" (Conrad Lorenz). It is part of our moral instincts. Well, philosophy teaches morality as well as critical thinking. I suspect if you taught the basics of philosophy (using quotes) that it would release and develop the moral instincts that support having a family.
