Well, I don't know about TikTok, but how about sociobiology? Especially considering how sexually dimorphic humans are (men are typically much bigger than women). I they differ that much there, which biology suggests is about competition for mates, then they probably have different sex drives as well.
At the same time, based not just on the plasticity you mention and that genetic determinism has its limitations, but some other factors as well, there can be incredible overlap between gender behaviors.
So given both those, perhaps opposing, potentials, why do we end up with all the wackiness described in the first half of the article or better, how could we fix it up, get people to make better decisions? That seems to be part of culture. We don't teach people to think rationally. If we did, half of our problems you describe would just go away. Go back to te4aching children the basics of philosophy, like they sued to, and most social problems could be solved... culturally. Why don't we teach philosophy? Because it has been crowded out by science and STEM which is great for making wealth and power, but not so much for telling how to live your life.
