This sounds interesting and perhaps valuable, but may I give one warning. Interfering with tidal flow for energy production shouldn't have large effects beyond local ecology. Interfering with ocean current flow for energy production is likely to be a disaster by interfering with the natural heat distribution cycle of the Earth, causing concentrations of hot and cold in local climates.
