I'll make two comments. Women can be brutal. Most men get over that because someone will beat the heck out of them early on for lack of manners.

Also, I study human biology and to make a long story short, I see the problem as that nothing we teach in school fosters a desire or instinct to have families. We don't even tech civics, manual arts, home economics, etc. Almost all of it not STEM has all be crowded out.

I spent a lot of time on this and it's not just what you learn, it is how it effects your reproductive (moral) instincts. Instincts need an environmental cue to be released and develop. Pregnancy used to do that before birth control. There are reasons not to get rid of that, so how to get people to develop their moral instincts? Teac the very basics of philosophy at a young age, like they used to. Way simple stuff like the Maxims of Delphi and Ptah-Hotep, Benjamin Franklin’s 14 rules of life, the 40 virtues and 7 Deadly Sins. Don't teach it as history!!! It is valuable knowledge, but more importantly it will release normal instincts that will make people smarter, socially more skilled, more ethical and want to have families.
