Fracking, for better or worse, was based on Federally funded University research. The bio-diesel test in Morocco using salt water and algae failed when they couldn't separate the oil from the algae economically. If it had worked, the existing fuel transport, distribution, and utilization (engines) could have been continued to be used. Mining and battery leftovers would be reduced. I really think the Feds should support some research into that.
What I wonder though is why it wasn't used to replace oil and coal as fuel for power plants. Separation of the oil wouldn't be needed and it would be carbon neutral.
